Devon Opted for a core Term Maintenance Contract

Devon County Council considered bringing highway services in-house but faced significant challenges. While some councillors believed that an in-house approach could improve control and service quality, the council's analysis suggested it would be one of the most expensive options, with ongoing annual costs estimated between £4.2 million and £5.7 million….. Additionally, this option carried high risks, including the complexity of setting up and managing such a system……. Instead, the council opted for a core Term Maintenance Contract supported by other contracts, which they believe offers a more balanced and cost-effective solution.
